Construction outlays dipped 0.3 percent in February, less than the previous month's revised decline of 1 percent. Although the number came in lower than analysts had predicted, it still represents the fifth consecutive month of flagging building activity. Residential construction has held in a downward pattern for 24 months in a row, as the housing and home-finance sectors continue to take a beating. Meanwhile, private nonresidential building, typically a strong point in the economy, registered its third straight decrease in as many months.
