Rep. Ed Perlmutter, D-Colo., is pushing to add financial incentives for homeowners and business owners who purchase, develop or remodel structures to increase energy efficiency. The lawmaker has introduced HR 6078, dubbed the Green Resources for Energy Efficient Neighborhoods Act, to the House Financial Services Committee. The wide-ranging legislation--which includes stipulations for lending companies, insurance agencies, banks and urban development grants--has already received some early bipartisan support. The bill also includes key provisions for Fannie Mae and Freddie Mac, which would be rewarded for building near mass transportation and incorporating energy-efficient technology in the construction process.
